[Stamped: 17 FEB 12]
Referring to former correspondence on the subject of a proposed reserve of land for Admiralty purposes at Black Rock Peak, I have the honour to acquaint Your Excellency that the Lords Commissioners of the Admiralty do not now intend to acquire the land for a "Naval Reserve".
Their Lordships have requested that the Secretary of State for the Colonies will agree to their being consulted before any "Crown" rights are conceded over this or any other area which might be suitable for a Naval Reserve.
To His Excellency the Officer Administering the Government, Hongkong.
I have etc.,
F. C. Powell, Commander-in-Chief.
